EU aims to better protect bees from pesticides

BRUSSELS (AP) ? The European Union plans to restrict the use of three pesticides to better protect dwindling bee populations.

The announcement Monday was cheered by environmentalists, disappointed chemical companies and came after the bloc's 27 nations failed to agree on a common stand.

EU Consumer Commissioner Tonio Borg said his agency will override the deadlock and move "in the coming weeks" to restrict three neonicotinoid pesticides on plants and cereals that attract bees. The measure takes effect Dec. 1 for two years unless decisive new information becomes available.

Beekeepers have reported an unusual decline in bees over the past decade, particularly in Western Europe, according to the European Food Safety Authority. It says bees are critically important to the environment, sustaining biodiversity by providing pollination for a wide range of crops and wild plants ? including most of the food crops in Europe.

Borg said bees contribute over 22 billion euros ($29 billion) a year to European agriculture.

In all, 15 EU nations were for the restrictions, eight were against and four abstained. Borg said he still felt confident in moving ahead because "a majority of member states now support our proposal."

Environmentalists welcomed the move.

"Today's pesticide ban throws Europe's bees a vital lifeline," said Iain Keith of the Avaaz environmental group. "Europe is taking science seriously and must now put the full ban in place to give bees the breathing space they need."

But major chemical companies, which were against Borg's proposals, have questioned the scientific evidence for such a ban.

The head of the EU Parliament's environmental committee acknowledged that "precise data is still lacking" but applauded the consumer agency's action.

"We shall now try to understand how exactly neonicotinoids affect the behavior of bees," said Matthias Groote.

He is now a free agent but has said he wants to keep playing.

Will Collins?s move affect US public policy? To a certain extent, he is taking advantage of an existing trend toward more tolerance of gay rights in US public opinion. Earlier this month, an NBC/Wall Street Journal survey found 53 percent of respondents approving of gay marriage, up 2 percentage points from December.

The more personal gay rights appear to Americans, the more support for it seems to go. That?s what happened with Sen. Rob Portman (R) of Ohio, who announced in March that he has switched and now supports gay marriage, in part because his son is gay.

Authorities seek "persons of interest" in U.S. tied to Boston bombing

BOSTON (Reuters) - Congressional intelligence leaders said on Sunday that authorities are pursuing "persons of interest" in the United States in connection with the Boston Marathon bombings, and asked for more help from Russian spy agencies.

Congressman Mike Rogers, the Republican chairman of the House Of Representatives intelligence committee said better cooperation from Russia was needed in Washington's probe of the two suspected bombers' recent contacts and activities.

Speaking on ABC's "This Week," Rogers said he believed that Tamerlan Tsarnaev, 26, the elder of two ethnic Chechen brothers suspected of carrying out the April 15 blasts in Boston, clearly changed during his visit to Russia in 2012, becoming "radicalized."

"I think they (Russia) have information that would be incredibly helpful and that they haven't provided yet," he said.

New details of the unfolding investigation emerged following reports on Saturday that Tamerlan Tsarnaev spoke to his mother about "jihad" in a 2011 phone call secretly recorded by Russian officials.

U.S. authorities learned of the wiretapped discussion between Tsarnaev and his mother, Zubeidat Tsarnaeva, within the last few days, CBS News reported. Tsarnaev died in an April 18 shootout with police, three days after the bombings that killed three people and injure more than 260 others.

Asked about the information Russia might have, Rogers said of Russia's spy service, "The FSB is a hostile service to the FBI and the CIA and there is cultural problem there between where the Russians are and our folks. So they sent a letter, didn't have a lot of information." Rogers added that subsequent U.S. requests for assistance have not been met.

"We still have persons of interest that we're working to find and identify and have conversations with," said Rogers. The Michigan lawmaker declined to say how many "persons of interest" there were.

"We are looking at phone calls before and after the bombing," the intelligence committee's senior Democrat, C.A. Dutch Ruppersberger of Maryland, also said on ABC.

The revelations that others are being sought for questioning came as the suspected bombers' father told Reuters on Sunday that he has abandoned plans to travel to the United States. Speaking from a village in southern Russia, Anzor Tsarnaev said he believed he would not be able to see his surviving son, Dzhokhar, 19, who is being held in a federal prison in Massachusetts on charges he also carried out the bombing.

"In every investigation we have seen" when suspects carried out attacks, Rogers told ABC, they had at least "affirmed" their plans to others.

In each case, Rogers said, "there was outside affirmation of their intent to commit an act of jihad." In the Boston bombing, "I believe that happened in the United States," he said.

Attention has turned to whether U.S. officials missed signs that Tamerlan Tsarnaev may have posed a security threat, including a warning from Russia that he might be an Islamic militant. Jihad can refer to a holy war waged on behalf of Islam as a religious duty, or to a Muslim's personal struggle in devotion to the faith.

The FBI interviewed Tamerlan Tsarnaev in 2011 but did not find enough cause to continue an investigation. His name was on the U.S. government's highly classified central database of people it views as potential threats, sources close to the bombing investigation have said.

Law enforcement authorities do not closely monitor the list, which includes about 500,000 people.

Fire destroys Danish museum, collection saved

COPENHAGEN, Denmark (AP) ? A fire blazed through The Museum of Danish Resistance in Copenhagen on Sunday, destroying large parts of the building but most of the collection was saved, museum officials said.

No one was injured in the fire and firefighters and staff who rushed to the scene in central Copenhagen managed to save the majority of display items, museum spokesman Henrik Schilling said.

The fire started in the museum cafe around 2 a.m. and quickly spread to the exhibition hall. The last pockets of fire were being extinguished shortly after noon, Schilling said.

The museum is an affiliate of the Danish National Museum and exhibits objects related to the Danish resistance to the German occupation during World War II. The wooden building, located close to the waterfront, was built specifically for its purpose in the 1950s, Schilling said.

Nazi Germany's occupation of Denmark started on April 9, 1940, and continued until the Germans surrendered to the Allies on May 5, 1945. The Danish resistance movement distributed illegal flyers and upheld secret radio communication with the British. The resistance grew stronger toward the end of the war, when acts of violent sabotage against factories and railways increased.

The cause of the fire is not yet known. Schilling said it is still unclear if the building can be restored or needs to be rebuilt entirely.

BOSTON (AP) ? The reeling Boston Celtics needed a spark of optimism and a surge of offense to keep their season going.

Jason Terry provided both.

The energetic guard who had struggled in the first three games cheered his teammates up when the Knicks were rallying, then scored the Celtics' last nine points in a 97-90 overtime win Sunday over the New York Knicks that avoided a four-game sweep.

"He's just one of those guys you want around your team, whether he's playing or not," Boston coach Doc Rivers said. "He brings sunshine."

And when he's playing well, he's hitting jumpers, even in the most critical situations.

"As long as there's time on the clock, as long as there is another game, it's an opportunity to do something special," Terry said.

That opportunity was slipping away when the Knicks overcame a 59-39 deficit early in the third quarter and took an 84-82 lead on Raymond Felton's jumper with 1:18 left in regulation. But Kevin Garnett hit a 16-footer jumper to tie the game 11 seconds later.

In overtime, Terry gave the Celtics the lead for good, 91-88, with a 3-pointer with 1:32 remaining.

Now he has another opportunity in New York in Game 5 on Wednesday night as the Celtics work toward becoming the first team in NBA history to win a series after trailing 3-0.

"We have to come out with the exact same aggression," Jeff Green said. "We just have to play every possession, every defensive possession, like it's our last."

But the Knicks still have a big advantage as they try for their first playoff series win in 13 years. All they need is one win out of a possible three games.

"We didn't shoot the ball well today at all and we still put ourselves in a position to win," said Carmelo Anthony, who led all scorers with 36 points but missed 25 of his 35 shots. "We're going back home with a lot of confidence."

Especially with J.R. Smith returning.

The NBA's Sixth Man of the Year was suspended for Sunday's game after hitting Terry with his elbow in New York's 90-76 win on Friday night. He scored 49 points in the first three games.

"We didn't make the plays coming down the home stretch. They did," Knicks coach Mike Woodson said. "J.R. is a big piece of what we do, but he wasn't here ... so I'm not using that as an excuse."

Terry was angry after being hit in the face by Smith, but something more important motivated him.

"It wasn't really the elbow," he said. "It was more (like) this is it. I mean, the season's over. You can leave it all out here tonight and go home for a long summer or you can live to play another day."

He conceded that his nose "still hurts right now. As long as I feel that, I guess I'll be thinking about it."

Paul Pierce led Boston with 29 points, Green added 26 and Terry had 18.

Felton scored 27 for New York two days after their Game 3 win in Boston.

"We did our job when we came here. We got us a win," he said. "That was our goal."

The Knicks made just 28.9 percent of their shots in falling behind 54-35 at halftime. But they tied it at 74 with 7:16 left in the fourth quarter on a layup by Iman Shumpert.

"We're a veteran ballclub so we don't panic," Jason Kidd said. "We had a great opportunity and we just couldn't close the door."

Garnett expected that.

"Good teams are going to make those runs," he said. "It's deflating, but we kept fighting. We found a way to get over the hump."

After Terry put Boston ahead 91-88 in overtime, Anthony made a fadeaway shot with 1:17 remaining. Then Terry sank a 15-footer that made it 93-90 with 50 seconds remaining.

Anthony followed with an off-target 3-pointer with 21 seconds to go and Terry was fouled by Steve Novak. He made both free throws then added a layup to close out the game. It came just in time for a player who failed to score in Game 1 for the first time in 88 playoff games.

"I had every intention of trying to make an impact on the game," Terry said. "If I wasn't making shots, I wanted to get a steal, get a rebound, any little thing to keep it going. Again, I'm going to coach AAU, but I don't want to do that right now."

The Celtics showed renewed energy early after being held below 80 points in each of the first three games. They were more aggressive and more physical than they had been.

"We knew they were going to come out like that," Anthony said. "They were fighting for dear life."

With leaders such as Pierce and Garnett, the Celtics have "tremendous" pride, Terry said. "Getting swept is something that no man that's been in this league that long wants to do. It's disheartening.

"Now we have to go into a hostile environment and they're going to be trying to get it over with. They don't want to come back here, but we do."

NOTES: Garnett finished with 13 points, 17 rebounds and six assists. ... The Knicks went 7 for 30 on 3-point shots. ... Boston had just three offensive rebounds while the Knicks grabbed 16. ... The Celtics have been swept six times in the 112 playoff series in their history. ... The Knicks were 19-2 in their previous 21 games. The Celtics were 5-14 in their previous 19. ... For the Celtics, Garnett, Green and Brandon Bass each had four fouls five minutes into the third quarter. Bass committed his fifth with 5:10 left in the period and fouled out with 4:27 to go in the game. ... Anthony committed his fourth with 4:08 remaining in the third.
