Mayor of London Boris Johnson puts suburban rail services takeover plan to government

Mr Johnson has submitted proposals for a takeover of train routes to the government.

He argues that under mayoral management passengers would benefit from more frequent and reliable services, simpler ticketing, cleaner and safer stations and better standards of customer service.

It would also boost the capital?s competitiveness by delivering major improvements to mainline rail services, supporting economic growth and jobs for Londoners, he says.

In addition, the Mayor states that bringing the franchises under the control of his office would save millions of pounds, which would be reinvested into further improving the network.

The Southeastern and Greater Anglia franchises are particularly in the Mayor?s sights, with potential savings of ?100m over 20 years.

Currently, with the exception of the London Overground network, rail services into the capital are provided by several private train operating companies, each with their own franchise agreement with central government.

Mr Johnson said: ?London?s rail passengers deserve far better service than the current franchises deliver and the economic benefits of properly investing in our rail infrastructure are huge.

?An efficient rail service is vital in order to remain competitive in challenging economic times, helping to usher in greater prosperity in the future, not just for the capital but for UK PLC.

?This plan gives us the opportunity to create a truly joined up suburban railway system that would vastly improve service and deliver better stations.

?A more coherent London-wide structure would bring more frequent trains, safer stations and sanity to a mind bogglingly complex fare system.?

Since Transport for London and the Mayor took over running London Overground in 2007, reliability has increased to 96 per cent and customer satisfaction is at 90 per cent.

Demand has trebled since TfL took over the network and is forecast to grow by a further 34 per cent by 2020.

Pioneer, not paper, candidates | Progress | News and debate from ...

Third Place first logo

The Labour party loves challenges: 211 seats where we sit in third place, on average 19,000 votes behind the incumbent; just 10 MPs across the south out of a possible 197.

The speakers and delegates attending the inaugural Third Place First conference in Reading at the end of last month showed their determination to prove there are ?no no-go areas for Labour?. The gathering was grassroots Labour at its finest ? members from CLPs across the south and beyond with a passion for delivering a Labour voice in every part of the country.

Caroline Flint, the shadow cabinet?s regional champion for the south-east, delivered a keynote address whose message was simple, but is one that in the past has eluded the top-down election campaign strategy of the party: ?if we fight, we can win?.

It is not just the party that benefits from this type of strategy. Labour?s message of fairness must be made applicable to everyone in society, she said. People in the south are ?no less angry, no less worried and no less concerned? about the cost of the coalition?s economic policy. That is reason enough to adopt a coherent policy and campaign strategy to win in the south. Flint urged the party to prove we ?are a one-nation party? speaking for all corners of the country.

That was core to the 1997 election strategy, though it was not sustained, suggested party deputy leader Harriet Harman. In her address she said it was ?blindingly obvious? that Labour must seek at every election to gain seats rather than just retain them. That means moving away from the mindset of having ?paper candidates? and regarding them as ?pioneer candidates?, promoting Labour values in new areas.

Iain McNicol, Labour?s general secretary, offered a glimpse of the type of Labour party he hopes to create. It is his ?expectation? that activists and CLPs from London reciprocate the commitment shown to the 2012 London campaigns by members from the south.

And they're off! This year's O Music Awards have officially begun with a very ambitious and action-packed 24-hour live stream.

The digitally driven event that celebrates and honors artists, fans and innovators impacting digital-music culture will aim to help rockers the Flaming Lips break the Guinness World Record for the most concerts performed in multiple cities in a 24-hour time period.

This extra-special and possible record-breaking event will unfold via a historic bus ride through the Mississippi Delta, the birthplace of rock and roll. The Lips have just boarded their tricked-out bus, aptly named Endeavor, in Memphis and will be zigzagging across the region in attempt to break Jay-Z's Guinness World Record title for Most Live Concerts In 24 Hours (Multiple Cities) by hitting a total of eight cities to end in New Orleans.

The band will travel to each new location just as the opening band is finishing its set, where they'll perform a mini-set before moving on to the next location. The Lips will be joined by "Jackass" and "Wildboyz" star Chris Pontius, Jackson Browne, Neon Trees, Karmin and a slew of additional artists.

Homebuilders lead stocks up on Wall Street

(AP) ? Homebuilders led stocks up on Tuesday, helping major indexes recoup some losses from the day before. Rupert Murdoch's News Corp. surged after the media conglomerate said it may split into two companies.

The Dow Jones industrial average rose 32.01 points to close at 12,534.67.

PulteGroup, Lennar and other housing stocks climbed following news that a measure of national home prices rose 1.3 percent in April, the first increase in seven months. The Standard & Poor's/Case-Shiller home price index showed a rise in 19 out of the 20 major cities tracked; Detroit was the only city where prices fell.

PulteGroup rose 49 cents to $9.72 and Lennar rose 81 cents to $27.39.

"There's some good news out there, especially if you look at the housing market," said John De Clue, regional investment director of U.S. Bank's wealth management unit in Minneapolis. "But there's this overriding theme: concerns over global growth. Things are pretty much slowing everywhere you look."

News Corp. jumped 8 percent. The company confirmed that it's contemplating a breakup into two publicly traded companies. The split would divide its publishing from its entertainment businesses. The media empire includes The Wall Street Journal, Fox News Channel, and newspapers in Britain and Australia. News Corp.'s stock leapt $1.68 to $21.76.

In other trading, the broader Standard & Poor's 500 index gained 6.27 points to 1,319.99. The Nasdaq composite rose 17.90 points to 2,854.06.

Investors sold coal company stocks after S&P lowered the credit rating for James River Coal deeper into junk status, citing weaker demand for coal. Utilities have favored natural gas instead of coal to generate electricity and are also preparing for new emission standards. James River plunged 15 percent, or 43 cents, to $2.49.

Alpha Natural Resources sank 20 cents, to $7.73. Peabody Energy dropped 34 cents to $21.12.

More worrisome developments in Europe kept U.S. markets in check. Spain's borrowing costs jumped in a pair of short-term debt auctions, the latest sign that investors are hesitant to lend the country money. The interest rate on the country's 3-month bills was 2.36 percent Tuesday, nearly triple the rate in the last such auction in May.

Spain's main stock index sank 1.5 percent, the second day straight of deep losses, and the yield on its benchmark 10-year government bond rose to 6.81 percent, which makes it more expensive for the country to borrow. The slump in Spanish financial markets came a day after the credit rating agency Moody's lowered ratings on 28 Spanish banks.

Stock markets fell sharply in the U.S. and Europe on Monday as Europe's latest efforts to calm its financial crisis sapped investors' confidence. Spain's formal request for help for its banking systems left many questions unanswered, including how much money it needs.

Markets have also been battered by signs of withering economic growth around the world. Manufacturing has slowed in China, and hiring has weakened in the U.S. The Dow has taken its two largest daily losses of the year this month: a 250-point plunge June 21 and a 274-point one June 1.

Even with those losses, the Dow remains up 1.1 percent for June. The S&P 500 is up 0.7 percent.

Among other stocks making big moves:

? Apollo Group, a for-profit education company which operates the University of Phoenix, soared 10 percent. The company reported quarterly income that was far larger than analysts had expected. The company's stock rose $3.34 to $35.81.

? Seagate Technology gained 4 percent. The maker of hard disk drives is going to replace Progress Energy in the S&P 500 index. As a result, fund managers, whose performance is measured against the S&P index, are more likely to buy Seagate. The stock rose 85 cents to $24.12.

Google Project Glass: Futuristic glasses prototypes to be sold for $1,500

The company is selling the device, known as Project?Glass, for $1,500 to people attending its annual conference in San Francisco for computer programmers. It will ship early next year and won't be available for sale outside the three-day conference,?Google?I/O, which started Wednesday.

"This is new technology and we really want you to shape it,"?Google?co-founder Sergey Brin told about 6,000 attendees. "We want to get it out into the hands of passionate people as soon as possible."

Brin told reporters that?Google?intends to sell the?glasses?for significantly less once the product is released to the mass market. He said?Google?hopes to start selling the device to consumers in early 2014.

"I think we are definitely pushing the limits," Brin said during a question-and-answer session with reporters. "That is our job: to push edges of technology into the future."

With the?glasses, directions to your destination or a text message from a friend can appear literally before your eyes. You can converse with friends in a video chat, take a photo or even buy a few things online as you walk around.

In development for more than two years, the project is the brainchild of?Google?X, the online search leader's secret facility that spawned the self-driving car and could one day let people ride elevators into space.

Isabelle Olsson, an engineer on the?Glass?project, said the company created the?glasses?for people to interact with the virtual world without distracting them from the physical world. It's designed to interact closely with your senses, without blocking them.

She said?Google?had two broad goals in mind: communications through images and quick access to information. The device has a camera to capture fleeting moments and allow others to see the world through your eyes.

Google?demonstrated the device by having parachutists jump out of a blimp hovering about 7,000 feet above San Francisco. The audience got live video feeds from their?glasses?as they descended to land on the roof of the Moscone Center, the location of the conference.

Google?had given a glimpse of the technology in a video posted earlier this year.

Microsoft's Xbox 360 $99 on-contract deal expands to Best Buy, Gamestop

Microsoft's Xbox 360 $99 oncontract deal expands to Best Buy, Gamestop

The Xbox 360 pilot program's breaking out of its Microsoft Store-only confines and heading to more ubiquitous electronics retailers Best Buy and GameStop starting today. If you'll remember, Redmond intro'd this subsidized plan last month, giving prospective buyers within reach of one of its 16 participating locations the ability to purchase a 4GB version of the console for $99 with a two-year commitment. In exchange for those contract chains, gamers forking over the $15 monthly fee not only get the privilege of owning the console at a discounted, upfront cost, but also Gold level membership to Xbox Live. Find great Arizona investment property!

Fantastic CAP rates on Arizona investment property!

To find great deals in Arizona you are going to want to look for the properties you can buy cheap with some kind of upside, whether that upside is a higher selling price after you have rehabbed or remodeled, or if that upside is a great CAP rate or monthly rent. Good upsides can also be found in financing. For example, if you can pick up a piece of real estate at 4% interest and resell it at 9%, there is your upside. Maybe you can find a lease option at a great rate and then get a sublease at market rates.

So you ask yourself, ?Okay, so I know how to recognize great real estate deals, but how do I find them?? You are going to have to watch the trends. Arizona investment property cycles like any other type of real estate. Let me explain.

If you are in a seller?s market for residential homes and the rental market is not growing as fast, buying a 4-plex is a logical move. If interest rates are on the rise, pick up some Arizona investment property homes for sale and wrap the mortgage with a new higher rate. Here at RCP we watch the trends and try to identify opportunities for our investors. Why? Because we invest too. Call us at RCP Real Estate LLC. Mesa Foreclosures

Buying Mesa Foreclosures

Mesa is a huge city and there are plenty of Mesa foreclosures waiting to be bought. Mesa foreclosures sell daily at the Maricopa county auction. If you are looking to buy Mesa foreclosures, then you have a few things to consider.

Unlike areas like Queen Creek or San Tan Valley, which are comprised mostly of relatively new homes, Mesa has been around for a while, being comprised of a much older median house age. Why does this matter when buying Mesa foreclosures? There are a few less things to worry about in a new house than an older one. With Mesa foreclosures, you can?t always see the interior. This can be more risky to buy than an unseen house that is newer. With the newer houses, you can assume that it is up to code and if it is in a subdivision, you can further assume that similar construction techniques and exterior facades are similar. With an older non-tract house, there are many unknowns. So when it comes to buying Mesa foreclosures, just be aware and know your risk. To lower your risk, buy newer tract homes in good neighborhoods. For more risk and maybe a little more reward, go for the fixer-uppers. Mesa foreclosures can be very profitable. To further explore your options, call us today.

Does Paraguay risk pariah status with president's ouster?

Ousted president Fernando Lugo denounced his removal as a 'parliamentary coup,' and hinted that domestic and international pressure could reverse his impeachment.

By Peter Orsi,?Associated Press / June 24, 2012

Paraguay's new President Federico Franco gives a thumbs up as he arrives to give a news conference at the presidential palace in Asuncion, Paraguay, Saturday. Paraguay's newly sworn in president is promising to honor foreign commitments and reach out to Latin American leaders after the Senate removed President Fernando Lugo from office in a rapid impeachment trial on Friday.

Fernando Lugo emerged early Sunday to denounce his ouster as Paraguay's president as a "parliamentary coup" and a "foreordained sentence" that was not based on proper evidence.

Lugo said his truncated presidency was targeted because he tried to help the South American nation's poor majority. Asked whether he had any hope of retaking office, Lugo exhorted his followers to remain peaceful but suggested that popular national and international clamor could lead Paraguayan lawmakers to reverse his impeachment.

"In politics, anything is possible," Lugo said.

He added that he was visited by Roman Catholic bishops before Friday's Senate trial for alleged poor performance of duties, and agreed to accept the outcome of a process he considered illegitimate only to avoid bloodshed.

Lugo spoke in a pre-dawn special televised "open microphone" program hosted by a state-funded public television channel that was created by his government. As Saturday turned into Sunday, a long line of speakers queued up in front of the station's headquarters to vent their frustration over what they called an institutional coup, calling for strikes and protests to demand his return.

"We will not recognize any other president," chanted the crowd of at least 200 people, waving Paraguayan flags and bundled up against the Southern Hemisphere winter.

The nighttime protest broke the quiet of an otherwise sleepy day when many shops were closed and streets were largely empty. Some alleged that the public station was being censored by the nascent government of Federico Franco, who took the oath of office the previous day.

Earlier Saturday, Mr. Franco set about forming his new government as he promised to honor foreign commitments, respect private property, and reach out to Latin American leaders to minimize diplomatic fallout and keep his country from becoming a regional pariah.

In a brief appearance before international journalists, Franco tried to broadcast a sense of normality a day after lawmakers overwhelmingly voted to kick Lugo out of office.

"The country is calm. I was elected [as vice president] in 2008 by popular vote. Activity is normal and there is no protest," Franco said.

His first two appointments were Interior Minister Carmelo Caballero, who will be tasked with maintaining public order in this poor, landlocked South American nation, and Foreign Minister Jose Felix Fernandez, who will immediately hit the road to try to appease fellow members of the Mercosur and Unasur regional trade blocs.

"Our foreign minister will go to Argentina, Brazil and Uruguay to meet with authorities and explain to them that there was no break with democracy here. The transition of power through political trial is established in the national constitution," Franco said.

Feds Say Texas Student's Rape Claim Mishandled

Feds Say Texas Student's Rape Claim Mishandled

By KELLY GOOCH
Staff WriterA former Henderson High School student said her alleged sexual assault by an acquaintance less than two years ago affected her emotionally and impacted her education. "I'm still in shock. I'm nowhere near in shock as I once was, but it still keeps me up at night sometimes," the 19-year-old, who works in Longview, said during a phone interview Friday. However, after an emotional breakdown and months of behavioral health training, she said she is a better person and emotionally stronger.Years later, changes also are occurring in Henderson ISD as a result of the incident, according to documents released this month. The school district must undertake 13 separate action items to ensure compliance with Title IX after federal officials said it failed to investigate a high school senior's allegation that the female student had been raped on campus in 2010.The U.S. Department of Education's Office for Civil Rights, which received a complaint from the American Civil Liberties Union and the ACLU of Texas, also said Henderson ISD punished the student improperly by placing her in a disciplinary program with the student she alleged attacked her."I feel excited and very overwhelmed and just jubilant with how it turned out. I'm very excited about how (the ACLU) helped ..." the female student said. "Of course, you (also) will get negative feedback from the public, which is not always easy, so it's bittersweet."Office of Civil Rights officials ordered Henderson ISD officials earlier this month to revise its discrimination and sexual harassment policies and clear the student's disciplinary record. The district punished the student and her alleged attacker for violating student rules after police concluded the incident was consensual.According to a letter from the Office for Civil Rights, the woman alleged she was sexually assaulted by a male student in the band practice room at Henderson High School on Dec. 6, 2010.After realizing what happened to her, she said she was scared and mad, "cleaned myself off" and told an assistant band director about the incident. However, the Office for Civil Rights letter states, the assistant band director did not take action or report the incident to law enforcement or any Henderson ISD administrator or official. The woman said she stayed home the next day."I thought I was going to be safe. ... I was just scared and confused. I'm supposed to feel safe. I'm supposed to feel OK," she said. When she returned to school Dec. 8, she told another assistant band director about what happened to her, and the band director immediately took her to high school administration, the letter states.According to the letter, the assistant vice principal then contacted the school resource officer, which led to the student being taken to the Child Advocacy Center for an interview. The assistant vice principal also talked to the student's mother when she came to the high school, the letter states, and an officer with the Henderson Police Department, who is assigned to the high school, informed his supervisor about the incident. According to the letter, a second Henderson police officer took the student to the advocacy center, and the assistant vice principal later contacted the district's Title IX coordinator, who asked whether law enforcement had been called. After interviewing the student's mother and Henderson High School officials, it was determined that the Henderson Police Department notified the student's mother on Dec. 9, the police investigation was finished and that no charges would be filed against the alleged attacker, according to the letter. Instead, police determined that the incident was consensual. On Dec. 13, the student's parent met with the high school principal and was told the student "would be disciplined based on the HPD's determination," the letter states. Both students received a 45-day placement in the Disciplinary Alternative Education Program "for committing the infraction of 'public lewdness' under the HISD school code."The female student was placed in the program on Jan. 5, 2011, in a different classroom than her alleged attacker. But the letter states the student said she saw her male acquaintance in passing several times a day.According to the letter, she also said other students in the alternative education program said things to her about the incident. However, a paraprofessional told the Office for Civil Rights that the female student only saw the male while waiting to enter the DAEP building and did not have to go through his classroom or see him when she went to the restroom, and a counselor also told the Office for Civil Rights that she walked the female student to the counselor's office for visits, according to the letter. In the end, the letter states that the Office for Civil Rights found "sufficient evidence" that the district failed to appropriately investigate or respond to the student's allegations and did not comply with Title IX.In a news release from the district, issued Friday, officials said high school administrators contacted the Henderson Police Department and cooperated with the police and district attorney on the investigation."After examining the evidence and conducting interviews, the police and district attorney investigation concluded with no criminal charges and determined the sexual conduct to be consensual," officials said in the news release."Title IX requires that a school district conduct an independent investigation regardless of whether a criminal investigation concerning the same allegation is pending. ISD has revised investigation procedures to meet Title IX requirements and continues to be committed to providing a safe environment for all of our students. HISD has entered into a resolution agreement with the Office (for) Civil Rights and is dedicated to achieving the specified action items."Upon receiving the news from the Office for Civil Rights, the primary agency responsible for enforcing Title IX, Stephanie Bauman, staff attorney with the ACLU of Texas, said she hopes others learn from the student's experience."It's important to us what happened to (the student) is frankly egregious," Ms. Bauman said. "The goal is to make sure students like (her) aren't punished for reporting sexual violence."She added, "I think it's important for school districts to understand when they hear about a complaint of gender-based violence or harassment, there's really a burden on them to investigate it. The school can't just rely on police departments to do that. It needs to look at it to make sure the burden on the victim is as minimized as possible."With the 40th anniversary of Title IX, Ms. Bauman noted that many think of sports when they think of the federal law. However, she said it does affect all aspects of the educational experience, and the Henderson incident shows that Title IX has an important role to play in ensuring that all students have access to educational opportunities. The female student echoed Ms. Bauman, saying she wants students to have a safe place to learn."Even if it happens outside (of school), they (should be able to) go to any administrator and say, 'Hey, can I confide in you?' and (the person will) handle it with sensitivity and be able to handle it ..." she said. "Unfortunately, it's going to happen to people where they can't help that. It happens, (but) I hope people are able to feel safe with their school environment and faculty."

Pentagon recommends better pay for front-line troops

A Pentagon review recommends ridding the combat pay system of inequities that have allowed officers thousands of miles from battle to get better benefits proportionally than troops on the front lines in Afghanistan.

The recommendations in a review released Thursday are likely to anger service members. But the director of the review said they're aimed at paying more to troops who are in the gravest danger and giving the best tax benefits to those who are paid the least.

Military officers who are not near the fight can sometimes get more in combat pay and tax benefits than troops who are getting shot at on the front lines, said Thomas Bush, who directed the review. He said the main goal was to make combat pay more equitable.

The report doesn't recommend any specific rates of combat pay or say that certain troops should get less. But, Bush said, "we suggest there be some meaningful distinction" between troops who are getting shot at and those who are simply deployed to one of many countries designated as combat zones.

Related: End of combat mission in Afghanistan doesn't mean safety for US forces

Under the military's current system, there are two types of combat pay. One, called "hostile fire pay," gives troops $225 a month if they are in an area where they could be exposed to enemy fire.

The second, called "imminent danger pay," gives up to $225 per month to those who are in a combat zone, and it is pro-rated at $7.50 a day, based on how long they are there.

Bush said the report recommends that hostile fire pay be more than the danger pay and that there be levels of imminent danger pay based on where service members are. Currently they can get the danger pay for being in more than two dozen places, including Bahrain, Saudi Arabia, Kyrgyzstan, the Philippines and Jordan ? as well as in Afghanistan, Yemen and Somalia.

"We want to target compensation to people who are at the greatest risk," Bush said.

In December 2009, President Barack Obama directed the department to examine four specific areas: combat pay, benefits and pay for the National Guard and Reserve, compensation for wounded service members and their survivors and pay incentives for key defense jobs, such as drone operators, special operations forces, linguists and mental health professionals.

Under the current system, service members up to the top level senior enlisted rank do not pay taxes on their pay when they are in a war zone. Higher level officers would not pay taxes on the portion of their salary equal to the top senior enlisted members' amount.

When they go to a combat zone, the taxes are no longer taken out of their pay, giving them an automatic raise for their deployment time.

The proposed change would make the combat pay a refundable tax credit that service members would file for at the end of the tax year.

But Bush said that because of the federal tax code, the benefits for higher level officers clearly outweigh the tax benefits for low-ranking troops, because much of their pay would already be at a very low tax rate.

The panel was struck by that disparity, Bush said, adding that a senior officer could get as much as a $15,000 tax benefit, while an Army private might get a $1,000 tax benefit.

And yet, the private serving at a combat outpost in Kandahar or Khost in Afghanistan has a much higher chance of getting killed or injured than a senior officer serving in a headquarters unit or in Bahrain.

Related: U.S. troops do the "vampire" shift to avoid Afghan sniper

Congress members have been loath to do anything that appears to cut combat pay and have often tried to increase pay raises for the military. Bush acknowledged that it's not clear how open they would be to the changes recommended by the report, but he said he hoped lawmakers would be open to making the system more equal.

Pandigital Portable Wand Scanner with Feeder Dock (PanScn09)

The Pandigital Portable Wand Scanner with Feeder Dock (PanScn09) ($119.99 direct) is, well, a little different. Like the Xerox DocuMate 3115 ($399.99 direct, 4 stars) and the Visioneer Strobe 500 ($399.99 direct, 4 stars), which are both Editors' Choices, the Pandigital scanner comes with a dock. But instead of adding an automatic document feeder to a manual-feed scanner, the dock in this case adds a manual feed to a wand scanner (a scanner you roll across the page by hand). The result is highly portable either way? with or without the dock? and a potentially attractive choice, though with some limitations.

Like other Pandigital portable scanners I've reviewed, including, for example, the Pandigital Personal Photo Scanner/Converter PanScn06 ($149.99 direct, 3 stars), the PanScn09 enhances its portability by eliminating the need for a computer for scanning. Instead, it scans to a microSD card, and it comes with a 2-GB card to scan to. You can move the files to your computer later either with the supplied microSD adaptor, which plugs into an SD card slot, or by leaving the card in the scanner, connecting to your computer with the supplied USB cable, and then copying the files.

Not needing a computer means you can carry just the scanner, which weighs about 12 ounces. Even with the dock and power block, the weight is still only 1.8 pounds.

One particularly nice touch is that, unlike most scanners that don't need a computer, the PanScn09 includes a 1.8-inch color display to let you see your scans immediately, while you still have the originals at hand. The display isn't big enough to let you see details, like whether text is crisp and readable, but it will let you see if you got the entire original or just part of it. In most cases, that's enough to let you know if you need to rescan.

Setup and Power
Setting up the scanner involves little more than plugging in the microSD card. In addition, you can optionally install the one application program the scanner comes with: NewSoft Presto! PageManager, a document management program. The program is limited in many ways, but it includes an OCR module that will let you convert scanned documents to editable text or searchable PDF files.

One of the big disappointments for the scanner is how it gets it power. Ideally, both the dock and scanner should be able to run on battery power, the batteries should be rechargeable, and the scanner should be able to recharge its batteries from the dock. The reality is much different.

The scanner runs off batteries, and the manual suggests using rechargeable batteries, but you have to buy them separately. The dock runs strictly off of AC power. And if you get rechargeable batteries for the scanner, you'll have to take them out to charge them in an external charger. None of this counts as a major strike against the scanner, but it does make it a little less useful, than it could be. You can't use the dock, for example, if there's no power socket handy.

Scanning and Results
Scanning with the PanScn09 is simple enough. When you're using it as a wand scanner, you press a button, and then scan across the page. When you snap it into the dock to use as a manual-feed scanner, you feed the page far enough for the rollers to grab on to it, and then let go of the page to let it feed.

I found scanning by hand easy enough to get it right from the first try. Manually feeding the paper is tricky, however. There's so little extra width beyond the 8.5-inch page width that if you're at even the slightest angle, the edge of the paper will get wrinkled by the edge of the dock. It's not hard to get it right, but you have to pay attention to what you're doing, and you have to use both hands. I timed the actual scans with the manual feed at 4 to 9 seconds per page, depending on the settings, but you'll spend at least as much time on feeding each piece of paper.

Whether you're using the PanScn09 as a wand scanner or a manual feed scanner, you can set the resolution to 300 or 600 pixels per inch (ppi), and you can set the file format to JPG or image PDF. If you choose PDF, however, you lose the ability to see the scan on the display, which means it's generally smartest to stay with JPG format.

Given the software the scanner comes with, the only two scan applications I could evaluate it for were optical character recognition (OCR) and document management. It didn't score very well on either.

More precisely, for OCR, the combination of the scan quality and PageManager did well enough at the narrow task of recognizing text, reading both our Times New Roman and Arial test pages at sizes as small as 6 points without a mistake. However, the formatting wasn't even close to the original, and PageManager doesn't let you save multiple pages into a single file. Similarly, the scanner lost points for document management because of PageManager's limitations for converting files to searchable PDF format.

Despite the lack of any photo editing software, I scanned some photos to get a sense of the scan quality. Some came out at roughly snapshot quality, but most were oversaturated to the point of memory colors, like the green in grass, being outside of the range of realistic color. That makes the scans good enough to show what a photo looks like, but not suitable for anything more than that.

Ultimately, the Pandigital Portable Wand Scanner with Feeder Dock (PanScn09) is a potentially useful tool for document scanning. However, all the good points are on the hardware side of the package, with the software?or lack of software?dragging the overall score down. Quite simply, you can't make best use of this scanner with the software it comes with. If you already have the programs you need, it can be an attractive choice. But if you have to buy the programs separately, be sure to consider how much they'll add to the price of the scanner itself.

To be perfectly honest, I don?t remember much about the wedding, except that my sister made a beautiful bride. I must not have paid attention, because my long-term memory is generally fairly good. But I do remember how I felt about Betsy getting married and leaving home.

As I have already admitted, my sister and I were not very close as children. That doesn?t mean that I didn?t love and depend on her. But we missed out on making those years a solid basis for a lifetime relationship. That would have to come later.

So I was surprised?to feel vaguely disturbed about her impending marriage. I wasn?t all that comfortable with her husband-to-be, but I had to dig a little further to find the nugget of my real concern. I found that I was worried about the direction everyday life in our house would take without her.

There were tangible things: Betsy did most of the cooking, she shared household chores, and she was a lightning rod?for parental interest. Would we starve? Would I inherit her chores on top of my own and most importantly were Mom and Dad?going to pay too much attention to me? The answer to all of these questions was, ?pretty much?. But aside from these obvious questions, when the wedding day was set?and I knew she would be going to a new home with her husband, I was shocked to find how much I was going to miss her.

Relationships between two people can be?compared to two horses?used to working in tandem to pull a carriage. Walking on, side by side, they pay little attention to each other as they are put?through their paces. Oh sure, if one stumbles the other chuffs, and when one slacks off, the other may nip a shoulder, but for the most part they keep their eyes forward, plodding along. But the day that one of the pair cannot join the team, the remaining horse finds she is alone and pines for her missing partner. Alone, in her stall, the second mare is missing the comfort she derives from standing shoulder to shoulder with her teammate, too. ?

Now, my sister would kill me if I compared her to a horse, but in some ways, as she prepared to leave the barn, eh, the house, I felt like the teammate being left behind.? Becoming an only child was a daunting challenge. Hiding would no longer be an option. All eyes would be on me. Yikes!

A little part of me hoped she would change her mind, a sentiment she would later share. But for the next two years I became a personal testament to the line from the song, ?You Don?t Know What You?ve Got Till? It?s Gone.? When her big day finally came and went, I found myself missing my pesky big sister much more than I anticipated. Somehow the silent bond we had shared could not be bridged long distance.

A wedding can feel like an ending to everyone except the bride and groom. That?s the real reason friends, parents, and siblings cry at weddings. Not that they aren?t happy for the couple, which they are, but more for the changes wrought by this new, stronger allegiance. As sad as I was to see my sister leave I was sadder still when our first attempts to reconnect seemed awkward and strained. But ironically, when I married some years later, we found each other again.

I was reminded of this because I am reading a book, The Big Girl, in which the central character is preparing to leave for college in a distant state. She, too, was leaving without establishing a solid basis for lifetime relationships with her first family. Suddenly I remembered in vivid detail how I felt when my big sister went away. If instead of all those years, months, days and hours that we trudged along shoulder to shoulder, we had invested in face to face bonding, I would not have missed out on twenty years of knowing, understanding, and loving my sister.

But, that is the past for us.? It may not be too late to secure a deep bond with your first family before you leave home. ?The effort will yield valuable interest in the years ahead, I promise. That said, though now Betsy and I now live 1000 miles apart, we are never really farther apart than two tired mares sharing a bag of oats after a long day of lugging our families around.?
