GOP regulars behind Romney's victory in Michigan

(AP) ? Mitt Romney drew strength from Republican loyalists and all but the most conservative voters on Tuesday to claim victory in a grueling GOP presidential primary in his native state of Michigan, an exit poll of voters showed.

Rick Santorum was bolstered by the most ardent conservatives and people whose political views are strongly colored by their religious beliefs, the survey showed. But with Michigan viewed as a solid opportunity for the former Pennsylvania senator to weaken Romney's candidacy, Santorum failed to win more than a modest margin among blue-collar voters ? those without college degrees ? despite wooing them with populist, made-in-America fervor and his grandfather's coal miner roots.

Romney, the former Massachusetts governor, also cruised to an easy victory in Arizona's GOP presidential contest by winning across nearly all categories of age, income, education and ideology, exit poll results showed there.

In both states, the economy was the dominant issue on voters' minds, as it has been in every state to vote so far. And as he has in every state where voters have been surveyed but South Carolina, Romney triumphed decisively among people who named the economy as their chief concern.

Six in 10 Michigan voters Tuesday were Republicans, with the rest allowed to vote under rules opening the party's primary to others as well. Among those Republicans, Romney prevailed over Santorum, 48 percent to 37 percent.

About 1 in 10 Michigan voters were Democrats and they backed Santorum, a former Pennsylvania senator, by about a 3-1 margin. During the Michigan campaign, Romney accused Santorum of using automated telephone calls to attract Democrats to his candidacy, which Santorum answered by saying Romney had sought independent support in earlier state contests.

The two men ran about neck-and-neck among independents.

In another indication of Romney's hold on committed Republicans, more than 6 in 10 Michigan voters said they would back the GOP nominee no matter what ? and Romney bested Santorum among this group, 50 percent to 36 percent.

Santorum won by 14 percentage points among Michigan voters who consider themselves very conservative and by 18 percentage points with strong tea party supporters.

He also triumphed easily among born again or evangelical Christians, reflecting his own strongly held religious beliefs, which he repeatedly emphasized on the campaign trail.

Nearly 6 in 10 Michigan voters said it was important that they share religious beliefs with their candidate, and this group backed Santorum over Romney by 15 percentage points. Around a quarter said a religious match with their candidate was very important, and they supported Santorum by 3-1.

When it came to working-class voters ? as measured by those without college degrees ? the two men ran about evenly, a clear disappointment for Santorum.

Though Romney has been accused of stirring little passion among his supporters, he led Santorum by 14 percentage points among voters who said their vote was motivated by strong backing for their candidate. Around 1 in 6 voters said their support was motivated by a dislike for the other candidates, and this group picked Santorum by more than 2-1.

More than 4 in 10 voters in Michigan said they supported the federal bailout of the auto industry, according to the exit poll. They gave Romney a slight edge, while the half who said they opposed the federal aid were split evenly between Romney and Santorum.

Both men had both said they oppose the 2008 and 2009 influx of government dollars that kept General Motors and Chrysler afloat as they were foundering. The bailout became a top issue in the final days of the Michigan campaign, at a time when the auto industry ? the backbone of the state's economy ? has revived.

Underscoring Romney's broad appeal in Arizona, he and Santorum essentially split the 4 in 10 voters there who were born again or evangelical Christians.

Given four choices about what they most wanted in a presidential candidate, the largest share in both states said it was most important that a candidate be able to defeat President Barack Obama in November. A majority of voters who felt that way in each state backed Romney on Tuesday.

The surveys of voters in Michigan and Arizona's GOP presidential primaries were conducted for AP and the television networks by Edison Research. This includes preliminary results among 2,200 voters interviewed Tuesday as they left their polling places at 30 randomly selected sites in Michigan, and among 2,535 Arizona voters as they left 30 polling places. Included were 412 who voted early or absentee in Michigan and 601 in Arizona, who were interviewed by landline or cellular telephone from Feb. 20-26.

The Michigan survey has a margin of sampling error of plus or minus 4 percentage points, while the Arizona exit poll had a margin of sampling error of plus or minus 3 percentage points.

Police release 'baby-sitting while white' video

Austin police have released the surveillance video of white Texas grandfather Scott Henson being handcuffed on the night of Feb. 10, 2012, in an effort to disprove his claim that officers were "rough" and came at him "tasers drawn" while he was walking home from a local ice skating rink with his 5-year-old black granddaughter Ty. Henson called the incident a case of "baby-sitting while white."

Austin Police Chief Art Acevedo told the American Statesman in a news conference Tuesday that Henson lied about having had tasers drawn on him, and that if the surveillance video is watched carefully, it can also be seen that APD officers did not use excessive force.

APD says they were responding to an anonymous 911 call from someone who claimed to have seen a white man (Henson) chasing a little African-American girl (Ty) into the woods. On his blog, Grits For Breakfast, Henson notes in his post from the night after the incident that this was the second time local police had approached him and his granddaughter that day, leading him to feel that it was a case of racial profiling.

"Had that been a real, legitimate kidnapping, and we would have responded with one or two officers in a nonchalant manner, the same exact critics that are criticizing us now would be saying that the Austin police department does not care about an African-American little girl being kidnapped from the Millennium Center," Acevedo told American Statesman.

Six days after the incident, Henson had the opportunity to sit down with Acevedo to view the surveillance video and read through the police report. The next day, he posted a "correction" to his Feb. 11 blog post, saying:

There are really only two corrections I'd make having now seen the videos and other documentation Chief Acevedo showed me. First, I recollected in the blog post that an officer had a taser drawn and from the video the officer's arm was only crooked and prepared to draw. It happened in a flash and like many eyewitnesses, when under a perceived threat, my mind filled in some pieces erroneously, I'll be the first to admit in light of the video evidence. It was not an intentional error. That said, I correctly perceived that all of a sudden a LOT of cops were on us out of nowhere and if I'd made any sudden or untoward moves I'd be tased or worse. I think it wasn't unreasonable for either of us to feel threatened by them rolling up on us like that.

The other error was that the original post cast unfair blame on the deputy constable. Her report said that after we'd spoken, she was heading back to the Millennium Center thinking the incident was over when the dispatcher patched into the constable's frequency because they'd heard from the Millennium Center she'd gone after us. In the dispatcher's audio, she tells APD just before they roll up on us that she'd spoken to us, gave them Ty's name and told them I was her grandpa. Though I blamed her (unfairly) both at the scene and in the initial post, falsely thinking she'd called in the cavalry, she did not.

Basically, two departments with overlapping jurisdictions responded to this complaint, the first response coming from a single officer of the IMO, the second (several patrol cars) coming from the APD.

"What Mr. Henson described, that our officers came out, jumped out, a gaggle of officers -- and I'm paraphrasing -- with their tasers pointed at him -- when you see this video, you will see that simply is not the case," Acevedo said.

Although Henson made haste to correct himself before APD publicly addressed the issue, he reasserts that their approach could have been different.

In his Feb. 19 blog post following the "corrections," he paraphrases what he said to the police chief after releasing the surveillance video: "I don't believe what those officers did violated any law, departmental policy or court ruling. I never said otherwise. It was completely 'by the book.' But there are some really good books that may not be completely appropriate for a five-year old. I'm not saying don't investigate, I'm saying exercise some self-restraint, discretion and common sense -- like the deputy did."

Acevedo said he feels that Henson owes the Austin Police Department an apology, and that their quick response shows that the safety of a child and not race was a factor in this case.

Obama to propose corporate tax rate of 28 percent | G7Finance.com ...

WASHINGTON (Reuters) ? The Obama administration on Wednesday will propose cutting the top tax rate for corporations to 28 percent, and pay for it by eliminating dozens of tax loopholes companies now use to lower their rates, a senior administration official said.

Chances of a deeply divided Congress revamping a tax system regarded as convoluted across the political spectrum seems remote in an election year, but the announcement is certain to fuel debate in the run-up to November?s elections.

The plan, over a year in the making, is President Barack Obama?s first official foray into overhauling the tax code, which most experts believe badly needs a revamp after years of being loaded up with special provisions.

The centerpiece is a cut in the top corporate rate ? now at 35 percent, among the highest in the industrialized world. That will appeal to businesses, which gripe that the current U.S. rate puts them at a competitive disadvantage.

Controversy will erupt when officials lay out which ?loopholes? they want to cut.

The proposal makes a special carve-out for manufacturing ? cutting that tax rate to 25 percent ? and proposes a minimum tax on profits earned in low tax countries.

With deficits running about $1 trillion, the administration official said the plan will not ?add a dime to the deficit.?

That means any tax revamp will create winners, companies whose tax rates go down, and losers who now benefit from the very loopholes Obama wants to trim. This will set up a fierce fight among lobbyists defending their tax breaks, when a proposal finally makes it to Congress for debate, which seems unlikely before November at the earliest.

Administration officials told reporters on Tuesday the Treasury Department would put out a corporate tax reform plan on Wednesday. The Obama plan will follow such principles as ?fairness? that the president set out in his State of the Union address to Congress last month, the officials said.

After the presidential and congressional contests are decided in November, a number of major tax and budget issues will converge on Washington and new momentum for comprehensive tax reform may follow.

Treasury Secretary Timothy Geithner told a Senate committee last week that ?dozens and dozens? of tax loopholes were being targeted for closure, but that some tax incentives would be kept for ?creating and building stuff in the United States.?

Analyst Greg Valliere of Potomac Research Group called the timing a ?cynical ploy? given that Republican presidential hopeful Mitt Romney is expected to release his own tax reform plan shortly, as he struggles to fend off rival Rick Santorum for the Republican nomination to face Obama in November.

?The administration will strike first, unveiling a plan that has virtually no chance of winning enactment this year,? Valliere said.

The last major rewrite of the tax code came in 1986 under Republican President Ronald Reagan, who raised corporate taxes. Talk of tax reform has dominated the presidential campaign.

Romney on Tuesday called for a flatter, fairer and simpler tax code. He is scheduled to make a major economic speech on Friday in Detroit. Details of his tax plan may emerge before then.

FISCAL TREMORS CONVERGE

Corporations are clamoring for a cut in the top rate of 35 percent. While that level is one of the world?s highest, few U.S. corporations actually pay it due to assorted loopholes that make their effective tax rates lower.

?Everyone agrees on the basic principle of lowering rates in exchange for eliminating loopholes,? said Dean Baker, co-director of the Center for Economic and Policy Research, a think tank.

?However, I think it is important that the target be some increase in tax revenue. While we are at the top in marginal tax rates ? we rank near the bottom in effective average taxation.?

Republican Representative Dave Camp, chairman of the U.S. House of Representatives tax-law writing Ways and Means Committee, wants to slash the top corporate rate to 25 percent.

Obama last week unveiled a $3.8 trillion budget-and-tax proposal that called for aggressive government spending to boost the economy and for higher taxes on the rich.

On Friday, Congress approved extending a payroll tax cut through the end of 2012. Its expiration will coincide with several other fiscal earthquakes: the expirations of individual tax cuts enacted under President George W. Bush, and $1.2 trillion in automatic budget cuts across all government programs imposed as part of last year?s deal to raise the debt ceiling.

After these events and others, analysts said, thorough tax reform may be a realistic prospect. For now, they said, tax proposals will largely amount to political messaging.

Penn Study Tests Effects of Exercise for Reducing Breast Cancer ...

While cancer research has come a long way in helping identify ways in which people can prevent certain types of cancer, cancer researchers are still looking for new, effective cancer prevention strategies.

Cancer researchers at Penn Medicine are testing to see if women who are at higher-than-average risk of developing breast cancer during their lifetimes may be able to reduce their risk with exercise.?
Research has already proven that female athletes have reduced estrogen levels as a result of exercise.?? There is also evidence that lower estrogen levels can reduce breast cancer risk over a woman?s lifetime.? The hypothesis of the study is that if estrogen levels can be reduced through exercise, the risk of a future breast cancer diagnosis may be lower as well.

The Women in Steady Exercise Research (WISER) Sister project at Penn, is a five-year study for women at elevated risk of developing breast cancer. The study examines the effects of exercise on estrogen levels. Women in the WISER Sister study are asked to exercise a certain amount each week for about five months.? Their estrogen levels are measured before they start exercising and again during their final months of exercise in order to measure the amount of hormonal change.???

The research team is trying to learn how much exercise is necessary to reduce estrogen levels, as most women do not have hours each day to devote to exercise.? They are also exploring whether estrogen levels in the at-risk population respond differently than those in the average population.? If the researchers can prove this hypothesis, women at increased risk of developing breast cancer may have an alternative to conventional and often invasive prevention techniques.? The results of the study may provide those women with some additional time to carefully weigh their options before having to make any potentially difficult decisions.??

Even if enough data are gathered to prove the? hypothesis, it?s important to know that exercise is beneficial to ?EVERY BODY.?? Exercise can help prevent the onset of a number of different chronic conditions such as type 2 diabetes and hypertension, and can be used as a means of treating countless others.? Women who exercise may be both physically and mentally healthier than those who do not.? Exercise also promotes synergy between the body and mind, and may give women the self-assurance and confidence they need to be mentally resilient and physically fit if they do face cancer.?

And women who use exercise to prevent cancer might experience an added benefit that everyone can wish for?the ability to fit into that smaller pair of jeans.

Payroll deal vote could come Friday (Politico)

The compromise, which Camp and Baucus say will garner the majority of members on the bi-partisan negotiating committee, will extend the payroll tax holiday until the end of 2012, without offsetting budget cuts. The pact will also extend unemployment benefits and forestall a rate cut to Medicare doctors until the end of the year.

House Minority Leader Nancy Pelosi (D-Calif.) said she wants the legislation brought up as soon as possible, signaling she would not make hay of Republicans breaking their pledge to give the public three days notice before voting on legislation.

The pension agreement was a concession to Sen. Ben Cardin (D-Md.), Rep. Chris Van Hollen (D-Md.) and Minority Whip Steny Hoyer (D-Md.). They opposed a provision that increased pension copays for federal workers. The conferees decided that only newly-hired employees would have to pay more.

That appears to be enough. In a sign that the deal is nearing completion, Cardin and Van Hollen announced that they oppose the provision but would not jam up the process.

?We want this process to move forward,? Cardin and Van Hollen said in a statement. ?We will not let others find excuses to extend the gridlock.?

Japan planned review of tsunami risk, but too late (AP)

TOKYO ? Four days before a tsunami devastated a Japanese nuclear plant, its operator promised a fuller assessment of the risk of such a disaster ? but not for seven months.

The disclosure in a three-page briefing paper obtained by The Associated Press raises questions about whether the utility and regulators were too complacent about studies that suggested a tsunami could overwhelm the defenses at the 40-year-old Fukushima Dai-ichi plant.

It also highlights Japan's slow pace of decision-making on an issue that experts had been warning about for at least 20 months.

"If they had made the decision earlier, then they could have been prepared on March 11," said Hideyuki Hirakawa, an Osaka University expert on governance and the sciences. "There is absolutely nothing you can do in four days."

On March 11, 2011, a 9.0-magnitude offshore earthquake triggered a tsunami that killed about 19,000 people along Japan's northeastern coast. The surge of water knocked out power at the coastal Fukushima plant, leading to the worst nuclear disaster since Chernobyl. Tens of thousands have had to leave the area, and it's unclear whether some will ever be able to move back.

Tokyo Electric Power Co. presented the briefing paper, stamped "handle with care," at a meeting with Japan's Nuclear and Industrial Safety Agency on March 7. The agency released the document to the AP under a public records request.

The paper summarized studies that suggested a tsunami as high as 33 feet (10 meters) might hit the plant, much higher than the 20-foot (six-meter) surge it had been designed to withstand. The actual tsunami was even higher: 45 feet (14 meters).

TEPCO, as the Tokyo-based utility is commonly known, said it would review tsunami preparedness at all its plants by mid-April and present a new assessment of the Fukushima plant by October ? dates listed on the bottom of the first page under "plans for the future."

Masaru Kobayashi, who heads the agency's earthquake-safety section, said he saw the estimates for the first time at the March 7 meeting. "I told them that a speedy response was necessary, if these numbers are true," he said.

But TEPCO spokeswoman Ai Tanaka noted that the government did not order any immediate action. "None of the findings were conclusive," she added.

The report cited 2010 research at the government's National Institute of Advanced Industrial Science and Technology as saying that two to three more years would be needed to reassess the tsunami risks for northeastern Japan.

However the researcher, Yuichi Namegaya, told the AP that while more time was needed to determine the extent of the risk, the danger was evident. "The studies on a Fukushima tsunami were clear, even before my research," he said.

As early as June 2009, Yukinobu Okamura, a tsunami expert at the same government institute, warned about the need to look more closely at new evidence that a major tsunami called Jogan had hit northeastern Japan in the 9th Century.

"I would like to ask why you have not touched on this at all," Okamura demanded of a panel on nuclear regulatory policy. "I find it unacceptable."

Kobayashi, the regulator, said he called for the March 7 meeting after hearing about research on the Jogan tsunami.

He described the meeting as a polite, perfunctory affair at his agency that lasted 30, maybe 40, minutes.

The document included three diagrams. One was TEPCO's estimate of the maximum tsunami risk, based on 2002 guidelines from the Japan Society of Civil Engineers that were the government-approved standards. The other two were more recent academic projections that suggested the possibility of the higher tsunami.

Kobayashi recalled the meeting after the March 11 tsunami. "The numbers I saw were bigger than what we had earlier assessed," he said. "It had happened, and I felt bad."

Capitol Hill weighs GOP payroll tax gambit (AP)

WASHINGTON ? President Barack Obama said Tuesday he's hopeful Congress will renew a 2-percentage-point cut in the payroll tax before it lapses at the end of the month, but said it's important to also renew jobless benefits for millions of the long-term unemployed as well.

"Just pass this middle-class tax cut. Pass the extension of unemployment insurance," Obama said at a White House appearance. "Do it before it's too late and I will sign it right away."

Obama made his remarks a day after House GOP leaders dropped plans to require spending cuts to cover the nearly $100 billion cost of extending the payroll tax cut through the end of the year. The Republicans decided instead to add it to the nation's $15 trillion-plus debt.

The GOP turnabout could rile fiscal conservatives but party leaders want to make doubly sure they don't get the political blame in case the tax cut ? which delivers $20 a week to a typical worker making a $50,000 salary ? is terminated.

"Washington shouldn't hike taxes on working Americans right now," Obama said. "But that's exactly what's going to happen at the end of this month, in a couple of weeks, if Congress doesn't do something about it."

In the Democratic-majority Senate, a top leader said the proposal was a major step forward, even as other Democrats worried it could jeopardize efforts to renew unemployment benefits for millions of the long-term jobless and efforts to forestall a scheduled cut in fees to doctors who treat Medicare patients. Those proposals would remain in the hands of a House-Senate negotiating panel that's looking for spending cuts to defray the deficit impact.

House Minority Leader Nancy Pelosi of California said that Democrats in the chamber would support the tax cut if it comes up for a stand-alone vote. But she called upon GOP leaders to cancel next week's congressional recess if talks don't yield a compromise on the entire package.

Sen. Charles Schumer, D-N.Y., said he's still hopeful that House and Senate negotiators would reach agreement this week on all three provisions, especially the politically volatile issue of jobless benefits. But Schumer wouldn't say whether Senate Democrats would allow the payroll tax bill to pass separately before the other provisions.

Schumer said the implicit GOP threat of allowing jobless benefits to expire is "just as fraught will peril" as allowing the payroll tax holiday to lapse.

"We believe that we sort of have the upper ground," Schumer said.

The idea is sure to be a topic of conversation Tuesday at the weekly closed-door conferences of Senate Democrats and Republicans, and House Republicans will gather Tuesday evening to discuss it as well.

House Speaker John Boehner, R-Ohio, Majority Leader Eric Cantor, R-Va., and GOP Whip Kevin McCarthy of California said Monday the House could vote on the payroll tax measure this week but the renewal of jobless benefits and the Medicare "docs' fix" still would have to be paid for with spending cuts elsewhere.

The GOP statement came after intense talks over the weekend failed to produce an agreement. Republicans were pressing for pay cuts for federal workers and requiring them to contribute more to their pensions. They recoiled at a Democratic proposal to raise Transportation Security Administration per-ticket airline security fees.

"Democrats' refusal to agree to any spending cuts in the conference committee has made it necessary for us to prepare this fallback option to protect small business job creators and ensure taxes don't go up on middle-class workers," the GOP leadership statement said.

Without action by Congress by the end of the month, payroll taxes will rise for 160 million Americans. The 2-percentage-point tax cut would deliver a tax cut totaling $2,000 this year for someone making a $100,000 salary.

But Democrats warned that decoupling the payroll tax from the larger legislation could jeopardize efforts to renew the jobless benefits and the fix to the Medicare payment formula.

"It's completely irresponsible to leave behind nearly 5 million unemployed Americans whose benefits will expire and 47 million seniors and disabled Americans whose access to health care would be jeopardized," said Rep. Sander Levin, D-Mich., a member of the 20-lawmaker House-Senate negotiating panel.

The GOP move reflects a desire by party leaders to avoid a political hit if the payroll tax expires at the end of the month. And it would avoid burdening businesses with uncertainties regarding their payroll systems. On the other hand, jobless benefits lapsed four separate times ? including a seven-week interruption ? in 2010, and delays in adopting the Medicare fix can be dealt with by delaying the processing of Medicare claims.

The move by the GOP leadership still would leave it to negotiators to come up with $30 billion or $40 billion in deficit savings to extend jobless benefits averaging about $300 a week to people who have been out of work for more than six months. Republicans have pressed to cut the number of weeks from the maximum 99 permitted under current policies and economic conditions down to as few as 59 weeks. They also are pressing to require people receiving unemployment to enroll in GED classes and allow states to condition benefits on the passage of drug tests.
